refuse derived fuel facility "refuse derived fuel facility" means a facility where a fuel product is derived from controlled solid waste by a combined process which may include separation, drying, shredding or compaction, and which may involve the recovery of recyclable materials and the removal of non-processable materials such as dirt and gravel;
